Well my iPad says my Passwords are incorrect and wait a lot of minutes. i follow all the instructions from Apple, but anyone works.

Some people have reported success after restoring their device via iTunes, for others it didn't work and all they get is a 'take it to an apple store' message.
Since it's affecting so many people, I think it's safe to say that the glitch is on Apple's end. But I don't believe it's been acknowledged or any fix put forth.
You can try to restore your device, or you may just be stuck waiting to see if a fix comes out.
