It's very easy to transfer. I've done it for my iPod twice and my iPad as well.

If you use iTunes it's even easier. You simply back up your old device. Set it aside. Plug your new one in, and when faced with the choice to set up as new or restore from a backup, choose to restore and restore it from the backup you  just made of your old one.

You may need to reconnect to wifi and enter some website passwords, but it should all transfer over easily.

The only real glitch people run into, say your old iPad is running 9.3 and the one you buy is running 9.2.1, you can't put a 'newer' backup onto an older iOS operating system. In that case you simply set it up as new, then update the software, then restore it from backup.
