The phone is activation locked. Contact whoever you got the phone from. Only the owner of the account used to lock the phone can remove the lock.
Are you the ORIGINAL owner of the phone? Or did you buy it from someone second-hand?
You may have run into activation lock:

i open the Apple id in pc and it`s open and i change the Password
Changing the password won't make any difference at all when that is not the account that is linked to the phone. You need the credentials for the iCloud account that was used to turn on Find My iPhone to begin with.
