Q: Why are notifications of events not showing in iCal

So Im lost, I have searched the community and hoping there is a easy answer

I have a iPhone 6 and a iPad Air.  Both at 9.3 (though the issue isn't new

My wife sends me meeting invites from a PC using Outlook,  I get an email with an .ics file attached. 

Why does the notification not show up in iCal (I have to open the email, click the attachement and add it that way)  yes I have add events found in email toogled on.

Any suggestions?
