verizon wifi calling

I have been trying to use the Verizon WiFi calling today and had limited luck. It seems anytime I call a landline number, it gives me a Verizon message saying some numbers do not accept WiFi calls and calls from certain devices. If I call a cell number (on any other carrier), it works perfectly. Anyone else have this issue?

iPhone 6, iOS 9.3

Voice and data is selected. Also, everything appeared to set up properly. I had to enter my 911 address and agree to everything. The same thing is occurring on a coworker's VW iPhone. I've also now tested it on wifi at 3 different locations, all with the same result. Outbound calls to landline numbers get the VW error message. Outbound to cell numbers on any carrier are successful and all inbound calls are successful.

So you are able to successfully call any number you want over the VZW Wi-Fi, including local landline numbers? I contacted apple and they had me reset my settings and then my phone....no success. I contacted Verizon and they told me the people I am calling have phones that aren't compatible...apparently all of them??? With the terrible reception in my office, I was really hoping they could help me.

Yes, so far I've been able to place Verizon Wi-Fi calls to landlines, VOIP, and mobile, and I've received calls from landlines and mobiles over my home Wi-Fi. I have practically zero cell service where I live, especially back in my office, so I'm quite sure I'm actually using Wi-Fi for these conversations (judging by both the call quality and the "VZW Wi-Fi" icon). I'm using a 6S Plus BTW.

That is sort of what lead me to the solution. I was thinking about my days with t-Mobile, or whatever it was called about 12 years ago. You had to dial an area code, even for local calls. So it made me think that maybe using wifi, the system doesn't know where I am calling from. I could be in California today and Florida tomorrow and using the Wifi, it isn't aware of my location. So I tried dialing the area code and it worked. But in my area using a cellular connection, with Verizon or AT&T, you do not have to dial an area code first.
