I see you're having an issue with activation after updating to iOS 9.3. For assistance with this issue I suggest that you go through the steps in the support article linked to below.

Mar 24, 2016 7:23 AM in response to alex_h1by queenjc,I am having the same problem. I followed your instructions. iTunes is not able to "verify" my device. On iCloud I deleted the iPad and tried to activate again. Same issue. I get the message that the activation server is temporarily unavailable. It has been unavailable for the past 24 hrs. I went back to iTunes to try again, but again iTunes can not verify my device.
What next?
