I also Tried :
1. upgrade via app store
2. clean install
3. Restore from Time Machine back to 10.11.3
4. Upgrade iphone 6s Plus iOS to 9.3

Mar 22, 2016 8:30 PM in response to YeaSt2uby jeffyy,yes, i just use Handoff in 10.11.3 few day before still work, but after upgrade to 10.11.4, Handoff/Continuity not work now even i restore back to 10.11.3…. this is annoying….

It only seems like you and me run into this issue though...no one else jumped in here yet...
BTW, I think the root cause of this particular issue is about bluetooth after upgrading on the MBP or iMac...

MacBook 12" 2015 cannot work with others. Both Handoff and iMessage/FaceTime forwarding cannot work, but AirDrop can work fine.

my iMac handoff , iMessage , FaceTime, hotspot still not working....tried anything , went back to 11.3,11.2, 11.1, clean install again ......still not work, but airdrop work fine

Mar 24, 2016 6:50 AM in response to jeffyyby YeaSt2u,Honestly, I did nothing this morning. I booted the computer up and it asked for to enter iCloud password...I tried but somehow it stuck. So I rebooted the computer. Once it is up, all work.
If you really ask what I changed since the fresh installation, I logout from iCloud on MBP and manually deleted the apple certs/keys from keychain. Then rebooted the laptop. This was an attempt to try to fix the imessage/facetime issue, which was fixed by itself this morning as well...
