Sorry to hear about your troubles with getting cellular service on your iPhone. Let's see what else can be done to get this sorted out.
Based off the troubleshooting that you have already done, your next step would be to contact your carrier to see if there are any issue on their end with your account. I would also make sure that your iPhone can support the carrier that you are using. Take a look at the article below to check against what you have already done.

You might want to see if you can get your money back through them if you just got the phone and it isn't working as described in their description. Contact the seller and see what can be resolved.

I would also check the IMEI against Apple's IMEI checker tool. https://www.icloud.com/activationlock/
