I understand that you've made an in-app purchase, but haven't actually received the item you've purchased. In such a situation, the next step would be to contact the folks in the iTunes Store as detailed in the article linked below.

The app developers have told me numerous times it is an Apple issue due to a corrupted purchase in the past that needs to be cleared by Apple. I have contacted Apple support 3 different times and they have insisted it is an app developer issue(once quite rudely) and absolutely refuse to troubleshoot it. I tend to believe it is an Apple issue as the corrupted purchase issue sounds reasonable, but both sides are sticking to their guns here and I am caught in the middle without any other recourse I can figure out.
