I upgrade my iPhone 5 to the latest IOS 9.3 then it asking activate phone and I put my I apple id and password then it says incorrect apple id "!@#$%@icloud.com"cannot be used to unlock this phone.
Please help me solved this problem
If you are the original owner of the phone - use one of the links below to reset your Apple ID - if you cannot then bring the device along with the proof of ownership to an Apple store

I already done this all and still not works. any other possible solution rather than getting it to the apple store because its already been 3 years when I buy my phone so I don't have anymore the proof of ownership. is our cellphone technician can help with this issue?

The Apple store may have a record of the sale - I would still try to go and bring proof of your identity - and see if they can help

If it wasnt purchased at an Apple Store don't bother going to one. They will not be able to help without a receipt.
