WIFI calling isn't available yet from Verizon. I have heard rumors that Verizon will implement it soon, but that's all I know.
It is available with iOS 9.3 (the current version). Turn it on via Settings > Cellular > Wi-Fi Assist (almost all of the way to the bottom of Settings > Cellular on my phone).
I Have those settings. How do I make a wifi call?
Turn it on then make a phone call.

"To use Wi-Fi Calling, you need an iPhone 5c or later on a supported carrier."
does indicate that Wi-Fi Calling is now available with Verizon.
