Q: Payment Method Declined

I have just made a new Apple ID, went on to the app store and it asked me to review my account, e.g. my country, credit card details and where I live. When I enter all this, it comes up the method is declined. Even though it is all correct. I have even tried retyping the information up in different ways and trying out solutions on the internet, but to no avail.
