Not if you have iCloud Photo Library enabled. I suggest that you import your photos to a computer. This would give you a photo backup for safekeeping.

If you have iCloud Photo Library enabled, then there is no way of deleting it locally without deleting it in iCloud.
If you don't have that enabled, but have Photo Stream enabled, then yes.
