My iOS 8.4 iPad3 crashed, so I installed iOS9.3 and restored from my iTunes backup.
I got all that working, however "iTunes and App Store" is missing from the iPad Settings.
I know it's supposed to be shown just below "iCloud", but it's not listed at all.
I have the App Store icon, and i'm able to sign in/out from within the app, however i'm unable to set the Automatic Downloads option which is usually seen from within the settings.
Check your Restrictions to see if it has been disabled, Settings> General> Restrictions> iTunes Store.
Restrictions were turned off, however when I entered the restrictions settings, "iTunes Store" was the only one not turned on! So I enabled restrictions, turned it on, and magic! The "iTunes and App Store" item appeared in the Settings menu 😀
This was rather weird considering I already had access to App Store app with restrictions off. I never used restrictions before, and it was definitely in the settings before I installed iOS9.3 and restored from backup.
