Keyboard and Mouse not working during windows 7 install

I am trying to install windows 7. I get to the point where I am going to the windows install page but the bluetooth keyboard and mouse are not working. I tired a usb keyboard and still no luck. I put the windows support files in folder with still no luck. I even tried windows 10 but I get the error "Boot Camp only supports Windows 7 or later installation on this platform. Please use an ISO file for Windows 7 or later installation." when I put the windows 10 iso file from microsoft into it. I am using a 27 inch late 2013 iMac running El Capitan version 10.11.
