Iphone 5s WiFi calling

I have a AT&T IPhone 5S but I cannot find the WIFI calling option in my settings. Everything I read says it should be there

iPhone 5s, iOS 9.3

It may not be available in your area > Make a call with Wi-Fi Calling

AT&T told me it was available, is there a way to check yourself?
