You don't. That's called Activation Lock.
If you are the original owner, enter your Apple ID details.
If you are not, you must obtain the previous owner's details.
If you cannot do that, the phone is useless to you. Get a refund.
The only other option - if you are the ORIGINAL owner - is to bring some proof of ownership of the device (like a receipt or invoice) to Apple. You can also contact apple:
