when I plug my iPod to my Window PC.

That sounds like what you see when you look on the shuffle using the Windows file manager. If that's what you are doing, you need to use iTunes to see what's on the shuffle, and manage content on the shuffle. iTunes data is hidden on the shuffle, except through iTunes.

Install iTunes, if it's not already

https://www.apple.com/itunes/

Run iTunes and connect shuffle. The shuffle appears as a device button on the horizontal bar that goes across iTunes window. Click it to see the shuffle's settings screen in iTunes window. Along the left side (in the sidebar), under Settings, click On This iPod. To the right, the shuffle's song list is shown.

I successfully uninstalled and reinstalled iTune. Thank you very much.

I connected shuffle by USB. I do not see Shuffle appears as a device button.

I do not see horizontal bar,

I clicked File then device, I saw transfer purchase.... then I clicked it,

nothing happened. I do not see side bar either. I donot see Settings either.

Please help me. Thank you very much.

The horizontal bar is near the top of the iTunes window. At the left end, there are buttons to select the iTunes media types, such as Music, Movies, TV Shows, etc. When you select Music, near the middle of the horizontal bar, you see My Music. It is there; there is no option to hide the horizontal bar.

If iTunes sees the iPod, it appears as a device button on the horizontal bar. It is toward the left end of the horizontal bar, just to the right of the buttons for selecting media type. This is a screenshot of upper left corner of my iTunes window, showing my 2nd gen shuffle (circled in red) as the device button.

Click the device button, to show the iPod's settings screen in iTunes window.

If you don't see the device button, iTunes does not see your iPod. If this is the case in your situation, the next step is to determine why iTunes does not see your shuffle when you connect it.

Are you using the USB docking cable that came with your shuffle? Is is long with a "cradle" for the shuffle. The one used with later shuffles (like the current 4th gen shuffle) does not work with a 2nd gen shuffle.

In your first post, it sounded like you were able to see the shuffle in Windows, and open it using the Windows file manager. Is this true? If so, can you still see the shuffle in Windows, even though it does not appear in iTunes?

When you connect the shuffle, what does its little light do? Does it come ON and blink? Does it come ON with a solid (not blinking) light? Does it not come ON at all?

The blinking light on the shuffle is good. That means it has a data connection to the computer (and Windows does see it). So, I don't think there is anything wrong with the shuffle itself (or the docking cable). But I don't know why iTunes does not see it, especially since you just uninstalled and reinstalled it.

As a test, shut down (power off) the computer and disconnect all USB devices. You can leave standard USB keyboard/mouse connected, if used. If your computer is a laptop, its power adapter should be connected so that it's not running on battery power. Put the shuffle's power switch in the OFF position. Start up computer, run iTunes, and connect shuffle to a direct USB port, by itself. Any difference?
