Apple WatchApple servers are swamped to the recent updates, not just for iOS devices.
Try again tomorrow.
There's no rush for an update.

Mar 23, 2016 5:33 PM in response to luannfromclemmonsby Skydiver119,★HelpfulThis is a known glitch with no 'silver bullet' single solution. In fact, it's possible that none of these ideas will work.
Some have suggested to go to icloud.com on a computer, sign in with your apple ID and remove your device from your cloud account, then try to activate again.
Others have suggested to simply try to restore to factory settings using iTunes on your computer then restore from a backup.
For others the restore only works after they go into iCloud.com and remove their device.
Option 4 is to just wait and see when Apple can issue a fix. Apparently things like this have happened in the past and it resolves itself...just no idea when.
You can sign into iCloud here
And here's a step by step on restoring your device if you want to try that.

Apple WatchSee if you can force restart it ...
Press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.

Mar 23, 2016 5:33 PM in response to Carolyn Samitby luannfromclemmons,I have forced a reset several times. It always comes back with Update was Successful, just a few more steps. I hit continue (because it's my only option) and I get the message I mentioned above.
Thanks for answering. I'll give it a day or so I guess and try again. If that doesn't work, I'll try the cloud idea.

Mar 23, 2016 6:14 PM in response to luannfromclemmonsby Chwhite99,Mine did the same thing. Can't get in all day...don't have the luxury of not accessing content until tomorrow, but all they do when you call is put you on hold. Thanks! I'm very angry at Apple right now.

Mar 23, 2016 6:34 PM in response to luannfromclemmonsby Mark1271,I the same problem with iPad 2. I tried iTunes, but it would not find the iPad. I tried a hard restart but now the iPad is stuck at the screen showing cable plugging into iTunes. The update has a serious flaw that is making iPad 2s unable to function.
