Will my photos and videos still be available if I re-purchase a subscription for iCloud storage? Or are they gone ?

According to the above article (HT201319) cancelling you subscription is the same as downgrading to the 5GB plan (which is free). It also says that when you downgrade your photos & videos will be archived and available for 30 days.
As advised, act quickly.
The terms for iCloud storage, which you have accepted, do not actually define how long they will keep your content.
My iCloud storage subscription expired. If I purchase it again, well I have all of my photos and videos that were backed up to iCloud?
