How do I unlock my mouse cursor?

I have a late 2011 17-inch MacBook Pro, running El Capitan. the trackpad is unresponsive as is a usb-connected mouse. I've restarted twice, and tried restarting while holding down the command+option+ R+P key combination to no avail. I'm able to use the keyboard. No programs are running. Has anyone else experienced this problem? If so, I'd appreciate help trouble-shooting this.
