How do you remove wallpaper entirely?

On the latest iOS 9.3, I don't see a way to remove the wallpaper entirely, so that I can get a clean black background behind all the apps on the Home screen. The best workaround I can think of is to attempt to take a photo with as much light as possible blocked from the lens, and then use that as the background. Surely there must be a better and pure way to simply set a solid color, especially black or white, as the background?
