Q: updated my Iphone 5s and now locked out

I updated my Iphone 5S, when update was complete it asked for Apple ID and password.  Could not remember either.  Attempted to use recovery email address, but it did not sync with account and when I change the password in recovery email, Apple ID does not recognize that I changed it.  Tried to use security questions and it tells me the answers  they are not correct.  Now Iphone is stuck on "Activate Iphone",

called Apple support this morning they said this is technical is and IT is working on a fix.  Anyone else have this issue?

iPhone 5s, iOS 9.3

    Turn off your phone.

Go to iCloud.com and remove your iPhone from find my iPhone.  Do not erase.

Wait for it to fail to locate your poem due to it being powered off.

After that then see if you get passed the screen.

When I go to iCloud and put in my email and password it says my Apple ID has been disabled due to security reasons and directs me to recover your apple ID.  When I try and have it sent to my Yahoo recover email, it says it sends but doesn't come to my email. If I try my security question's it says answers are not correct   I was on the phone with Apple 3 1/2 hours this morning, they say many other people are having this issue.

I am scared now to try the security questions again in case it locks me out for more than 8 hours.  Do you have any other suggestions?

    Greetings mz55,

Thanks for using the Apple Support Communities!

I understand that after updating your iPhone to iOS 9.3, your current Apple ID and password are not working to activate your device. In some cases, the hint that you see on the Activate iPhone screen may not match your current Apple ID.
