Can't call out: cannot make or receive phone calls after upgrading to iOS 9.3

SOLVED 🙂

Went to Settings,

Cellular,

Cellular Data Options,

then change setting for EnableLTE to off,

This is for my at&t att, iphone 6s

iPhone 6s, iOS 9.3

I Was having this issue, any calls i made were silent, and any calls I received all I could hear was a consistent rapid in and out of the persons voice. However, I hardly ever use my phone, and therefore it's easy to keep charged and it is never dead. So, needless to say my phone is almost never completely turned off. So I thought I'd try the oldest trick in the book, turning it off and on again...it worked. I dont know what setting was messed up but my phone is working fine now. This was with an iPhone 6 At&t.

Had this problem too. I know it sounds mindless, but (I left Cellular LTE to voice and data (unchanged)) and just rebooted my phone (held the power switch 10 seconds, turned the phone completely off, waited 30 seconds, and pressed the power switch again) and it fixed it. Just for the record, I'm on Verizon and using iOS 9.3.5.
