It is likely that you will continue to have issues even after you verify your sign in as mny people are experiencing an issue signing into the iPhone after updating, and Apple has reportedly been working on the issue. Some have found the following steps helpful.
Go to iCloud.com and select Settings once you are logged in. Click on your device listed there and Remove from Account (don't hit erase or lost mode). Restart your device and it should bypass that Activation lock screen since you effectively turned off the lock by removing the device from iCloud.com

Mar 23, 2016 11:50 PM in response to FelipeVby michaelfromoceano,I am getting a replacement phone from Verizon since the IOS 9.3 update took out my iPhone 5.
They are sending me an iPhone 5s through my insurance.
If I take it to the Apple store the next day can they unlocked the phone ?
Since I imagine it was Used before me and I won't have the original activation email.
I will have all the proper paperwork to prove how I got the phone.
Hope to avert Any Issues when I Update my replacement
phone to IOS 9.3
Is this a good way to go in your opinion ?

Mar 24, 2016 6:06 AM in response to michaelfromoceanoby FelipeV,How did the update "take" out your phone? In any case if you are getting a replacement it will be refurbished or (sometimes) new. It will behave as out of the box (new)and you will be able to activate it with whatever Apple ID you wish.
