I understand that you are unable to activate your iPhone after updating to iOS 9.3. I can help out with that for you.
I would start with making sure that you have the right iCloud account that is associated with your iPhone. You can check at iCloud.com/#find and look to see if your device is there. If it is and the password is still not recognized, you can remove Activation Lock from the same page to get you passed this screen. Take a look at the article below for more details.
