My phone says my storage is full even though i only used around 15 gb of my 64

Connect your phone to iTunes and on the Summary Tab at bottom it will show a Usage bar. Check the usage for Other and Documents & Data. You may have a corrupted system or app and may have to do a Restore to correct. But first check these articles for suggestions.
