Do you happen to know if the use of a debit card needs to be specifically stated. As you know, the acceptable cards are illustrated in the 'Edit payment information' but in the case of, let's say Visa or Mastercard, it is available both as a credit card and a debit card.
As far as I know, no Indian debit cards are accepted ... but I have never actually seen it written down.
Is the debit card issued to you by your bank to access the funds in a checking account in the bank? Or did you buy this debit card in a local store? Apple does not accept the debit cards sold in stores. Often a debit card issued by a bank works fine.

You must be in India and setting up an account in the India Mac App Store / iTunes Store to use a card from an Indian bank. You must have a verifiable billing address in India for a card that you wish to use. You will need to enter the card details into the account to see if Apple will accept it.
I'm using state bank of india debit card
In my experience, in the US most debit cards issued by banks carry the VISA or Mastercard logo. Some banks debit card is just for ATM purposes.
