It brings up the basic hello then asks me to enter my apple ID and password affiliated to set up the phone.
What happens when you type this password?
It says it's wrong and I have reset it multiple times. I cannot remember what was used

Neither one worked.
Seems like Apple has temporary troubles with their activation servers. Lots of users report this issue. If you are the original owner and you are sure it is correct id take your device and documents confirming the ownership to the Apple Store or contact Apple.
