Apple, I believe, has, unofficially, acknowledged and recognized this issue with activation server difficulties with certain iPad models and have stated that they are working on this issue and that it will be resolved as soon as possible.
Hopefully sooner.
It is affecting mostly iPad 2 models, but users with iPad 3,4 and 1st gen iPad Mini models are, also, reporting the same issue.
Currently there are limited workarounds to circumvent this issue and those workarounds have not worked for every iDevice having the Activation Server issue.
At this time, there is nothing anyone can really do to help rectify this issues for all those that have encountered this.
This is clearly an Apple related issue/problem that needs time for them to sort out.

Mar 24, 2016 12:57 PM in response to ChrisJ4203by Jeff4321,Yes, Apple knows of this issue. I am taking the 'wait for a fix' approach (i.e. a 9.3.1). I have too many things that I won't be able to recover with a Restore, including my kids' Minecraft worlds.
