Dropping is what you do after you drag.
are you running OSX 10.11 El Capitan?

After reading your first reply I changed /System/Library/Sounds to ~/Library/Sounds and I was able to drag the files to the correct place. I think I pretty much understand it now. It's very complicated for a non whiz computer person who also, by the way, is 75 years young.
