The ideas below have worked for some, but not everyone, so they may or may not work for you. The best thing to do may be to simply wait for Apple to issue a fix. (when this happens, likely your device will just start to work on its own)
Some have suggested to go to icloud.com, sign in with your apple ID and remove your device from your cloud account, then try to activate again.
Others have suggested to simply try to restore to factory settings using iTunes on your computer.
For others the restore only works after they go into iCloud.com and remove their device.
Option 4 is to just wait and see when Apple can issue a fix.

Apple, I believe, has, unofficially, acknowledged and recognized this issue with activation server difficulties with certain iPad models and have stated that they are working on this issue and that it will be resolved as soon as possible.
Hopefully sooner.
It is affecting mostly iPad 2 models, but users with iPad 3,4 and 1st gen iPad Mini models are, also, reporting the same issue.
Currently there are limited workarounds to circumvent this issue and those workarounds have not worked for every iDevice having the Activation Server issue.
At this time, there is nothing anyone can really do to help rectify this issues for all those that have encountered this.
This is clearly an Apple related issue/problem that needs time for them to sort out.
