Q: iPad 2 won't activate iOS 9.3

Despite spending an hour on the phone with apple support yesterday my ipad 2 will not activate, I see the same message about the server being busy and this has been the same for to days now. Unfortunately I have not paid for the extra cloud backup and I use a windis pc so it doesn't get plugged in to the very often. I know it's an old iPad but it was expensive and is physically perfect so it must be the upgrade. The iPad states "update completed" but it will not activate and I have tried connecting to Itunes, a hot spot and two different wifi networks With no luck.

I Can't find any pay to complain to apple, does anybody know f they have a bug fix being released? I was thinking of moving my mobile to iPhone but given this

latest potential scrapping of older ipads by big brother Apple I will extend my current contract. I thinkmint is disgusting that a company so big as Apple does not test their systems properly, was it iOS 8 that turned into a nightmare for them?  I am vwry very disappointed.

please le me know if there is a way around this without wiping the  IPad.

it is a known issue with iOS 9.3. Apple has this article with some tips.

If they don’t work and you can’t get to an Apple store you may just be stuck waiting for the situation to resolve itself.

I'm having the exact same issue with my iPad2. I did the update and now I'm getting an error messag: "Your iPad could not be activated because the activation server is temporarily unavailable. Try connecting your iPad to iTunes to activate it, or try again in a couple of minutes."

I have been trying again for 12 hours with no luck. Even tried connecting with iTunes via my Mac, with no luck. Plus prior to installing the update, I noticed that all of the book descriptions in iBooks, were missing. So a very unhappy consumer at the moment.

Unfortunately Apple's "solution" doesn't work since the issue isn't that the activation is locked, it's that the activation server can't be connected to for whatever reason.

In my case, the only way I could solve this was to put my iPad 2 in recovery mode and downgrade to iOS 9.2.1.  Actually iTunes downloaded and installed iOS 9.2.1 on it's own, which makes me think Apple is no longer offering the 9.3 update for the iPad 2.

How do you put it into "recovery mode"?

I spent time in a chat session w/Apple and was told that the prompt you're seeing is about traffic. My iPad 2 has been useless since I tried the update 2 nights ago. I'm supposed to get a call from Apple on 3/25 to see if it has activated.

My spouse has a new iPad and it updated easily.
