How Can I Alt-Tab Between Same Application Windows?

Question

On Windows/Chromebook/Linux I can alt tab between Windows of an application but on mac I can only switch between applications themselves.

Is there a way I can make it so I can alt tab between chrome windows?

Nothing happens when I do Command + ~ or Command + Shift + ~ or Command + Option + ~.

Even in my keyboard setting it says "Move focus to the next floating window" is bound to Command+`
