Changed country and cannot update billing info

Hello there, people. I've been living in NYC for some time with my sister a long time ago and that was the time I made my Apple ID using our address we were living at with the American credit card being formally owned by my sister. Now, I made it back to Ukraine, which is my homeland and stuck with a problem not a long time after, when I was asked to update my billing address to download apps form App Store.

I tried to update it to my billing address here, using my own credit card from Ukrainian bank and local address I live at, but when I do I just get "Your request is temporarily unable to be processed." when trying to proceed with update, but also I am still getting charged 1 dollar for each try. With my country unlisted in the support center I just don't know what to do to change my billing address and if I will see those 1 dollar charges being refunded ever again. With no options to reach the official support, my best shot at this is asking these forums.

I don't want to create another Apple ID, because my current Apple ID is registered on email which I always use. I tried to change the email and register a new Apple ID to the original email, but with no success.

So my only option is to somehow change my billing address on the existing Apple ID. Any idea how to deal with this "Your request is temporarily unable to be processed."? How to proceed with changing the address? And will be the 1 dollar charges return if the address change didn't succeed at all, because I've heard some people say they had to return the money the hard way.

I will appreciate your help a lot.

P.S. Accidentally posted this to the wrong section. I apologize.

You cannot change the billing information in a US store to an outside credit card and mailing address. You will have to change to the iTunes store for the Ukraine. You will no longer be able to use the US store, without being physically in the US, with a US credit card, and mailing address.

As far as the charges, those are holds, not actual charges that are used to verify your credit card. Those should be removed within a couple of days. That is up to the credit card company, not Apple.

iTunes Store is country Specific. You need to use a valid billing address of that particular country and also a bank card of that particular country only.

Refer the below articles it might help you !!!

About 1$ it is an temporary authorization hold. Whenever you update your billing information or make the purchase iTunes will check your card weather the card is active or not and has the funds available for the required purchase. The 1$ will be reversed from your bank. Refer below article regards to authorization holds.

My exact problem is when I am trying to change my country/region I need to update my billing info. I am updating it with my current address and credit card here, in Ukraine, but instead of changing the country and billing info I am getting charged 1USD and receive "Your request is temporarily unable to be processed." message over and over again for multiple times. Is changing Apple ID country/region the same as changing iTunes store? And what can trigger this error, which I get?

And thanks for the helpful links, I'll try to contact iTunes support.
