I upgraded iOS on my Ipad2 last night, and this morning a pop up window shows "Verifying update" with the spinning circle, then the screen goes to sleep after about 3-5 seconds. In a loop that never ends. It is in same state this evening as it was this morning.

Try resetting the device: Hold down the Home and Power buttons at the same time and continue to hold them down until the Apple appears (up to 30 seconds - really). If you see the Apple the reset is in progress and the Slide to Unlock screen will display shortly. Once it is back up, go to Settings>General>About and see what Version is showing.

Success. I thought that was the solution, but just did not give enough time with the buttons held down. 30-seconds was about right once I was patient enough😊.
YAY! Glad that got you up and running 🙂. Some people think that when I put 30 seconds I'm telling people to hold it too long. But my philosophy is better long enough than not....
