THe latest update will not download onto my ipad. Error message says I am not connected to internet, when I clearly am.

It seems that Apple may have paused the ability for devices older than the iPhone 5s to download iOS 9.3 right now because of Activation issues. You can see this link. http://www.imore.com/apple-working-ios-93-fix-older-iphone-ipad
