What happens when you try to modify the phone number? Are you trying to change it at System Preferences/iCloud/Keychain/Options?

You are welcome. I finally got mine to change after repeated attempts. Long shot - try System Preferences/iCloud/Account details.

The method you mentioned do not works for me.
I still cannot reset my security code with my Mac or iPad because my old mobile numbers not existed.
