keychain access root public/private keys

When reviewing keychain access, I notice under "login", that there is two entries that state <key>. One public, one private.

Clicking Get Info and then Access Control, revealed that they were set to "Allow all applications to access this item".

I just would like to know if this is normal or if something should be done about it. Ever so often I have weird things happen and I'm trying to get to the bottom of it. Thanks.
