I was talking with support and he sad me the problem is by Apple. iPad 2 can not be activated now.

Mar 25, 2016 10:48 AM in response to Paul OK2FRby elcpu,Apple has pulled the iOS 9.3 update for older devices (iPad Airs and previous, iPhone 5s and previous) due to problems with Activation. See these articles for details and possible workarounds.

A new build for the iPad 2 is now available that does not require the Activation step. I would try it now and if successful letting others here know, thanks.
