Q: not verifiying my ipad once iOS 9.3 download

my Ipad has downloaded iOS 9.3 and now its telling me server is temporarily unavailable. When is a fix date for this as i am no long able to use my Ipad. I can't activate it through Itunes as Itunes is saying unable to verify your device. I'm not really tech savy and not sure if i will ever be able to use my Ipad again.
