I have the same problem on my iPad Pro after updating to iOS 9.3. Until the problem is fixed try using a app browser called Puffin which I originally installed to run Flash. It runs all the Vimeo videos I was having problems with.
Is cookies enabled?
Settings > Safari > Block Cookies > Allow from Websites I Visit
Make sure it not on Private Browsing
Visit sites without making history. Tap
, then tap Private. Sites you visit won’t appear in iCloud Tabs or be added to History on your iPad. To put away your private sites, tap
, then tap Private again. You can close the pages, or keep them for viewing the next time you use Private Browsing Mode.

Do you have any content blockers installed? Sometimes the way they block resources causes websites to think the web browser is in Private Browsing Mode.
Go to Settings > Safari > Content Blockers, then turn off any blockers that you have turned on, then try to reload the web page. (I don't think you need to quit Safari, but it won't hurt. Double-press the Home button, then swipe up on the Safari image.)
If the video starts working, turn the content blocker(s) back on (one at a time) to find out which one is causing the issue. Sometimes there is a way to report a website that doesn't work with a given content blocker (or disable the content blocker for a website), but that's beyond the scope of this forum (at least without knowing which content blocker is causing the issue).
I've been experiencing the same difficulties with Vimeo for some reason. I normally watch videos from a website called Rover's Morning Glory and they use Vimeo. Once I updated my iOS, I kept receiving the same error message. I've tried everything including changing the settings and restarting the phone. If anyone has any answers to this problem, I would greatly appreciate them!
It seems Apple is "working on it" and the fix will be included in the next update 9.3.2.

DO you mean cookies ? I can't find content blockers on settings. Cookies are allowed on websites I visit.
