Mar 25, 2016 6:06 AM in response to llodiby JimmyCMPIT,is it in hub? remove it from the hub and connect directly to the computert
did you recently add another usb device? if so remove it
remove all USB devices except the drive (and mouse and keyboard if they are USB) and reboot
does the problem persist?
if the drive gets power from the computer try reseting the SMC
https://support.apple.com/en-us/HT201295
and continue with resetting the PRAM (it won't fix power issues but it won't hurt) in the same article.
Does the drive use it's own utilities that came with it?
if so remove them, these utilities often conflict with Mac OS.
you can also bypass 3rd party exnsions by booting into safe mode
https://support.apple.com/en-us/HT201262
do you run any Mac Anti Virus or 3rd party utility (e.g. Clean my Mac, Mac Keeper, etc.)
if so remove them, these are know problem catalysts well documented in these forms as things to be avoided despite their claims.

May 25, 2016 7:36 AM in response to llodiby AHA-Berlin,Same issue, since using El Capitain (still 10.11.39). USB drive sometimes mounts, sometimes not upon booting. Another drive mounts more often, but also not always.
The drives are perfectly mounted when the cable is disconnected and connected again.
Is the time-out of the system to short to activate the drive? Or to early?
Is there any workaround, e.g. a script command thats initiates mounting?
"diskutil mount " or "mount" do not work, as the drive is not available in the disc utility.

May 25, 2016 8:44 AM in response to AHA-Berlinby llodi,I don't have any workaround(((
I suppose bug is usb power, because at the beginning of loading (about several secs) led of my usb external drive lights up, further in the middle of booting it lights off and hdd isn't mounted
