Mar 25, 2016 4:44 AM in response to CACSUser006by D.Cohen,I'm not sure, but maybe the latest update was temporarily pulled from the servers due to the bug affecting older devices (iPhone 5s or older and iPad 2 and older).
You can try restarting/resetting your phone or updating via iTunes.

In fact, I tried all means. I eventually even did "Erase All Content and Settings" and set it up as a new device (with existing ID). Simply doesn't work.
I do not know if this is related. However, before I reset this iPad Air, it got problems after prior update and would jump out of APP while working.

Updating some iOS devices (iPhone 5s and earlier and iPad Air and earlier) to iOS 9.3 can require entering the Apple ID and password used to set up the device in order to complete the software update. If you can't recall your password or can't sign in, try these steps.

Mar 25, 2016 5:10 PM in response to CACSUser006by jimack327,I'm having the same problem. Tried to update from a MAC via iTunes and it tells me the same thing - software is up to date ios 9.2.1. Three other ios devices updated with no problem.
