The current iOS is 9.3. My iPad is iOS 9.2.1. When I check Software Update, it simply says "Your software is up to date."

I'm not sure, but maybe the latest update was temporarily pulled from the servers due to the bug affecting older devices (iPhone 5s or older and iPad 2 and older).
You can try restarting/resetting your phone or updating via iTunes.
did you trying to update with wi-fi?
This is an iPad Air.
In fact, I tried all means. I eventually even did "Erase All Content and Settings" and set it up as a new device (with existing ID). Simply doesn't work.
I do not know if this is related. However, before I reset this iPad Air, it got problems after prior update and would jump out of APP while working.
Just in case.

I did enter the correct Apple ID and password. The only thing I did not do is connect to a computer to update through iTunes.
I'm having the same problem. Tried to update from a MAC via iTunes and it tells me the same thing - software is up to date ios 9.2.1. Three other ios devices updated with no problem.
be grateful, wait do not update. I have lost access to the internet for both iPhone 6+ and iPad air 2. I get the search results back but when i select my choice nothing happens.
According to macrumors Apple has pulled ios 9.3 for the ipad air until it fixes the activation issue.
