Q: Need Help

My dad has problem with iOS 9.3 problem. I have followed all nstructions given and realised that he did not register the phone at all. We do not have the receipt to the purchase. Is there anything we can do?

Thanks, I have done that and read that article. But he has already installed the iOS, I doubt when they release the new update, I can reinstall that ios. Can I? In the meantime, he is uncontactable.
