What happens ? If, after pressing and holding an app so that they are shaking, you aren't getting the 'x' on their top left corner then check to see if you have Settings > General > Restrictions > Deleting Apps 'off'

If it is not an app that is part of iOS (like Safari, or Facetime, or...) hold the app until it (and all others) wiggle, then tap the little x on the top left of it.
When it is an integrated apple app: they don't have that little cross on it:
- so you can move it to a last page, or if you have more that you don't want, drag them onto each other and that creates a folder with those apps in it
- OR in Settings->Restrictions->enable set the button to OFF, and then they are removed form the app screens.
Apps are deletion iOS 9.3 just like in the previous version of iOS. Tap and hold on an app until all apps begin to jiggle. Apps with an X can be deleted by tapping the x and confirming the deletion. Apps without an X are default apps and cannot be deleted.
in my case, the App icon I want to delete from my phone has been withdrawn by the seller. It's dead. the icon is grayed out, no X appears (as it does for other Apps). No Delete restriction is set.
SO, how do I dump this dead App?
Does it show in Settings > General > Storage & iCloud Usage > Manage Storage, ad if so can you delete it via there ? Or have you tried a soft-reset/reboot of the phone and seen if you can delete it after the phone has restarted ?
I Was able to remove it from the backup and it no longer shows there. I did a soft reboot. Previously, the dead app icon said 'Waiting'. Now the 'x' is back if I press it until it jiggles and the icon is grayed out. When I hit the 'x' it prompts me and asks if I want to remove it and all it's data. I reply 'delete' but nothing happens. It's still there, grayed out.
Try this fix, it worked for me
1) Settings --> General --> Storage & iCloud Usage --> Manage Storage
You'll find a list of all your apps in Managed Storage...Click on each app you want to delete...Delete App
You might me pressing too hard. With the iPhone that I'm using, if you just lightly press the app, it will "jiggle," but if you press too hard, it will show all the options for that app like for settings it would be "battery" or "wifi" or something like that. So, just lightly press down the app and it should be fine.
I had the same problem as apogee50. And I have finally found the solution.
It may seem strange, but it actually happened to me.
To delete the app, install the app you want to delete from App Store. After installation is completed, the app is removed.
I too can not delete an app. When pressed, it giggles but no little x appears as it used to.
I assume that you mean 'jiggles', not 'giggles' - check to see if you currently have Settings > General > Restrictions > Deleting Apps set 'off'

I did mean jiggles - and I did have restriction on for apps. It works now. Thank you
