Q: iOS 9.3 update failure

iPhone 9.3 update fails at verification step saying iPhone is not connected to the internet.  My iTunes client on my PC says version 9.2.1 is up to date.  I'm not sure if 9.3 is truly available or not.  And if it is, the update fails every time with the not connected message.  I tried using wifi, wire and LTE, but all three say not connected.  Of course I am connected since all my apps are working including social media, email, browser.

    I am having exactly the same issue with my iPhone 5s running iOS 9.2.1.  Was just preparing to post the question you have posted.  What's up, Apple?  Is 9.3 available or not?

    The update has been pulled for older iDevices as there is a problem with activation lock. It will be available soon.

    Apple has pulled the iOS 9.3 update for older devices (iPad Airs and previous, iPhone 5s and previous) due to problems with Activation. See these articles for details and possible workarounds.

    A new build for the iPad 2 is now available that does not require the Activation step. A fix for the other devices is not yet available. So if you try to update an iPhone 5s at the moment, it will tell you that 9.2.1 is up to date.

    I received the alert from Apple about iPhone 5s and earlier hardware running iOS 9.3.  On March 26 the Notification of upgrade disappeared from my iPhone, but then reappeared on March 27.  Thinking maybe they had released a new version I tried again and had the same failure as originally reported.  This is a nuisance to me now.  I think Apple should release the next version using a different version number so as not to confuse owners,  I do not think I will update using 9.3 ever following this problem.
