A new build for the iPad 2 is now available that does not require the Activation step. A fix for the other devices is not yet available. So if you try to update an iPhone 5s at the moment, it will tell you that 9.2.1 is up to date.

Mar 28, 2016 5:46 AM in response to rscheperby rscheper,I received the alert from Apple about iPhone 5s and earlier hardware running iOS 9.3. On March 26 the Notification of upgrade disappeared from my iPhone, but then reappeared on March 27. Thinking maybe they had released a new version I tried again and had the same failure as originally reported. This is a nuisance to me now. I think Apple should release the next version using a different version number so as not to confuse owners, I do not think I will update using 9.3 ever following this problem.
