Q: Can't get iOS 9.3 to download…

Apple has pulled the iOS 9.3 update for older devices (iPad Airs and previous, iPhone 5s and previous) due to problems with Activation. See these articles for details and possible workarounds.

A new build for the iPad 2 is now available that does not require the Activation step. A fix for the other devices is not yet available. That is the reason why it is telling you that 9.2.1 is up to date (my wife's iPhone is saying the same). Until Apple issues a new build for the other devices there is not much you can do.

I am glad you guys got it solved..... I just lost 1,000 dollars worth of Apps .... Cheers !!!

I am having one of the issues mentioned: when trying to install iOS 9.3 the verification process can't be completed because I am notified that my iPad is not connect to the internet, although it is.  I looked at the Apple workarounds listed, but they don't seem to address this problem.  Has anyone found a workaround for this "not connected" issue?  Thanks.

If you have an iPad Air or older you will not be able to update it just yet with the exception of the iPad 2 for which there is a new build. If your iPad is working ok I would just wait a few days.
