A new build for the iPad 2 is now available that does not require the Activation step. A fix for the other devices is not yet available.

Mar 25, 2016 9:08 AM in response to nicolefreakingoutby ChrisJ4203,When did you update it? It seems there was an issue with iOS 9.3 and the older iOS devices. Apple pulled the update last night (Central time zone), but it seems they have now released this morning, a patched version. You can connect your device to the computer and iTunes and attempt the update again. It should identify the newer build and successfully update your device. Although it may not apply for the iPad 3.
