ipad not completing setup

Hey

I have a iPad 3 and it successfully updated but doesn't allow me to activate it. I connected it to my Windows 7 PC and iTunes is not picking it up even though it shows on my iPad that it is charging. I tried a different windows laptop and still shows it charging but iTunes isn't picking it up. I tried activating it through WiFi but it doesn't work. Please help me I don,t know what else to do.

Apple has pulled the iOS 9.3 update for older devices (iPad Airs and previous, iPhone 5s and previous) due to problems with Activation. See these articles for details and possible workarounds.

A new build for the iPad 2 is now available that does not require the Activation step. A fix for the other devices is not yet available.

When did you update it? It seems there was an issue with iOS 9.3 and the older iOS devices. Apple pulled the update last night (Central time zone), but it seems they have now released this morning, a patched version. You can connect your device to the computer and iTunes and attempt the update again. It should identify the newer build and successfully update your device. Although it may not apply for the iPad 3.
