Did you already force restart the phone by holding the sleep and home button for about 10sec, until the Apple logo comes back again?

You will not lose data by resetting, but it can clear some glitches after installing new software or apps.

If this does not work, and to make sure that this is not software related, set it back to factory settings, without using a backup afterwards.

If the Safari is working up again, restore from the backup.

If you updated to iOS 9.3, using the Wi-Fi option on your phone, backing the phone up in iTunes on your computer and setting it back to factory settings after that is the only way to make sure that the firmware has been installed completely without any damaged data.

Contact info and app data is part of the backup made in iTunes, apps will also be copied to your iTunes library or can be downloaded again for free:

I know exactly what you mean, I get it (sorry for my English-google translate), but I'm here to do a backup of your phone before I installed 3.9 (My last one was Aug. 12, 2015) So if you erase your phone, you lose all your contacts 12.8.15-25.3.2016 - my mistake :-(

I need to "somehow" to back up the current contacts, then I delete ....

Unfortunately, I am currently iOS 9.3 - a solution?

Anyway, thank you for your efforts to help me, thank you.

You can enable to sync the contact info to iCloud by going to Settings/iCloud and switching on "contacts". After you restored your phone from the iTunes backup, you could just enable that feature again to sync the info back to your phone from iCloud, in case the iTunes backup did not restore the contact info or something went wrong during that process.

1. Back up the phone to iTunes

2. install a new version of iOS via iTunes, as described in this article:

3. Restore from the backup you made in step 1.

To be on the safe side you can also create a backup in iCloud before you start.

I always let iCloud backup the phone on a daily basis and from time to time I use iTunes to have the same data on my computer, just in case.
